Here's what I found out about the Vineyard quote.

Here is Vineyard's footnote for his written statement to the City Council:

Kaifetz, J. “Homosexual Rights Are Concern for Some,” Post-Tribune, 18 December 1992.

I just bought the article.
December 18, 1992.

Edition: ALL
Section: EDITORIAL
Page: A19

HOMOSEXUAL RIGHTS ARE CONCERN FOR SOME.
Author: Jerry Kaifetz, For the Post-Tribune..."Why homosexuals are called "gay" is perhaps the greatest irony of all. Judge John Martaugh, chief magistrate of New York City Criminal Court says, 'Homosexuals account for half the murders in large cities.' Capt. William Riddle of the Los Angeles Police..."

LOCAL COMMENTARY

Jerry Kaifetz is a Lake Station evangelist and businessman.
Copyright, 1992...

Kaifetz doesn't write who Martaugh said that to, or when. Not to mention that Judge Martaugh was Chief Magistrate many, many decades ago.

I guess I could email him tomorrow and ask.
Kiefetz's website. http://www.jerrykbooks.com/index.shtml

Judge Martaugh is mostly remembered for throwing the book at Lenny Bruce. http://www.salon.com/2004/09/21/bruce_5/

Kaifetz doesn't footnote where he got the Murtaugh quote from, so Vineyard's footnote refer to a local commentary that doesn't give its source...and by a commentator who may not be a reliable source of information, as the following link suggests.

"In a Nov. 3 letter to the Post-Tribune, "Bible does not justify homosexual behavior," Jerry Kaifetz communicates erroneous information in referring to our excavations along the Dead Sea in Jordan.

Anxious to make a case for the "perversity of the Sodomites," Kaifetz writes: "Research on the destruction of Sodom by noted archaeologists Walter Rasr (sic) and Thomas Schaub has revealed that there did not exist any nuclear family unit in the hundreds of dwellings at that site."

We have never published data or conclusions that would support that statement. … "

Here is a comment on something "unnatural" from earlier this year by Kaifetz:
http://posttrib.suntimes.com/opinions/letters/3952123-474/attack-on-unions-affects-everyone-who-works.html

"Unions tend to lower the quality of product.

The issue with unions is very simple: Unions create an unnatural element in one of the basic laws of nature and economics.

Every culture has a practical and ethical basis for work and advancement: The individual worker rises to the level of his or her work ethic, character and productivity. In nature, it’s called natural selection. In the workplace, it’s merit pay.

Unions exist to contravene that dynamic by collective intimidation, thereby lowering performance standards, productivity and profit. America is broke, and we can’t afford that mind-set any more.

Jerry D. Kaifetz

And...Kaifetz publicly burns what he doesn't approve. http://news.google.com/newspapers?nid=1842&dat=19931224&id=UU4eAAAAIBAJ&sjid=TscEAAAAIBAJ&pg=5004%2C3939701
Anti-Gay Pastor Claims That Half Of All Murders In Cities Are Committed By Homosexuals
www.addictinginfo.org
Vineyard argued that homosexuals shouldn't be protected and repeated a false and inflammatory claim by a New York judge that homosexuals commit half of all murders in cities.
